GeoSmart India 2025 organised
by Geospatial World brought sharp
focus to India’s fast-advancing
urban land modernisation mission,
with national leaders and technical
experts outlining the country’s
transition towards unified, high-pr-
ecision digital mapping. The delib-
erations underscored that accurate,
real-time, and harmonised geospa-
tial layers are now essential to
governance, infrastructure develop-
ment, and the billion-scale digital
economy.
Addressing the inaugural session,
Manoj
Joshi,
IAS,
Secretary,
Department of Land Resources,
underlined that India aims to
complete high-precision surveys in
157
cities
within
the
coming
months, before scaling up to map
1,000 urban centres within five
years. “All states are participating.
Large states may have 10 cities in
the pilot and smaller ones 1–2
cities, but the goal is uniform: to
create updated, accurate urban land
records nationwide,” he said.
Joshi highlighted practical barriers,
including outdated practices still
common across India. He pointed
out that in several cities, including
Darbhanga and even Alwar, close to
Delhi, private surveyors continue to
rely on tape-based measurements
instead
of
modern
rover-based
systems. “This is the time to shift
entirely to latitude–longitude based
digital sketches for property trans-
actions. Our revenue departments
must
move
away
from
rough
hand-drawn sketches and adopt
GIS-linked registration systems.
Citizens are moving faster than the
government; we must catch up.”

The
Government
of
Assam,
in partnership
with
Janaagraha,
launched eight City Action Plans
(CAPs) under the Doh Shaher Ek
Rupayan programme to accelerate
integrated,
participatory
urban
development in ten priority cities.
The
plans,
released
following
extensive ward- and self-help-group
consultations, set out thematic proj-
ect pipelines addressing solid waste
management, sanitation, drinking
water, mobility and blue-green
infrastructure; the Municipal Plan-
ning Committee will prioritise and
oversee implementation.
The programme aims to bring multi-
ple missions and departments to-
gether under unified city planning
to enable climate-oriented, citizen-
centred transformation across the
ten cities named by the state.
Jayanta Mallabaruah, Minister for
Housing & Urban Affairs, said that
the plans begin the process of
identifying needs city by city, and
that adherence to the plans will be
linked to incentives for cities.
Kavitha Padmanabhan, commis-
sioner and secretary, said that the
plans were grounded in citizen
engagement from SHG consulta-
tions to ward meetings and reflect
priorities of councillors and munici-
pal bodies.
Janaagraha described the approach
as a potentially replicable model for
mid and small cities across India.
The state has also identified more
than 2,000 water bodies for preser-
vation and introduced an Assam
Urban Water Bodies Act to protect
these assets.

With the country grappling with
severe air quality concerns, GRAP
isn’t a “halt” button for construction
but a reminder of the responsibility
the real estate sector carries in shap-
ing both cities and the air we
breathe. Over the past few years,
NCR’s air quality has consistently
dipped into the ‘poor to severe’
range during winter, with AQI
levels frequently crossing 300-400.
The overall air quality of Delhi-
NCR, for the period between Janu-
ary-October during the current year,
has registered its best average AQI
during the 8 years, i.e., from 2018 to
2025. In this context, GRAP simply
nudges
developers
to
elevate
construction quality & EHS practic-
es through cleaner, more disciplined
methods.
This seasonal spike isn’t driven by a
single source it’s a combination of
transport emissions, biomass burn-
ing, industrial activity, and dust
from multiple urban processes,
including construction as one part
of a much larger ecosystem. For
developers, it reinforces the need to
adopt practices that align with the
region’s evolving environmental
reality, building in a way that
safeguards both public health and
long-term urban resilience.
Encouragingly, the industry has
already begun moving in the right
direction. The shift toward respon-
sibility makes pre-planning and
precision engineering more critical
than ever. The projects that navigate
GRAP seamlessly are those that
invest prudently in the early stages:
optimising
designs,
sequencing
activities intelligently, and antici-
pating environmental constraints
well before they arise. Developers
are increasingly relying on off-site
fabrication, modular components,
and micro-scheduling to minimise
dust-intensive work and reduce
on-ground disruptions. Such plan-
ning ensures that activities remain
uninterrupted even when GRAP
stages call for staggered or low-em-
ission work cycles.

Kennametal India is set to partici-
pate in EXCON 2025, South Asia’s
largest
construction
equipment
exhibition, scheduled from December
9-13, 2025, at the BIEC Grounds in
Bengaluru. During the event, the

tion, foundation drilling, surface
mining, and engineered wear protec-

In the foundation drilling category,

For road rehabilitation, Kennametal

Solutions for surface mining will
include multiple styles of surface
miner picks, step-shank conicals,
dedicated cutting blocks, and acces-
sories engineered to improve cutting
penetration and wear resistance in
abrasive and mixed formations. The

micro-trenching
segment
will

For years, the National Capital
Region’s (NCR) real estate growth
story has been defined by expan-
sion, larger homes, high-quality
construction, and timely delivery.
These factors were in high demand
due to a growing population, rapid
urbanisation, and a booming econo-
my that rewarded asset creation.
Even though these fundamentals
remain important, a new factor,
particularly in recent years, has
emerged: experiential living. As a
result, the next chapter, what many
are calling Real Estate 2.0, is being

This shift is especially visible in
NCR compared to other metros due

sector
We are hopeful of the upcoming budget including provisions that will benefit the domestic luxury real estate sector. Primary
among these is increasing the tax benefit on home loan interest, which will encourage more buyers to invest in residential real
estate. Reducing the input costs for essential construction materials, such as steel, cement and fuel, is essential – lowering the
GST for these items will be a much-needed shot in the arm for the real estate sector. A single-window clearance system will
eliminate the hassle of securing multiple permissions and approvals, facilitate timely achievement of important project
milestones, and encourage new investments in the industry by promoting ease of doing business.
Recent reports indicate that the Mumbai Metropolitan Region is poised for a transformation in its skyline, with a staggering 34
per cent increase in high-rise towers that exceed 40 floors by 2030. This translates into 207 new skyscrapers, which will make
the city India’s skyscraper capital. The state government’s decision to reduce FSI premiums for residential and commercial
projects was instrumental in making such high-rise developments commercially viable for developers; further reductions in
these premiums will enable Mumbai to achieve this milestone more effectively.

evolution of India’s construc-
tion and mining equipment
industry over the next 3–5
years?
India is entering a pivotal phase
of accelerated infrastructure de-
velopment and industrial expan-
sion. The demand for mining and
construction equipment will be
fueled
by
the
fast-growing
requirements of energy security,
steel capacity enhancement, and
cement and non-ferrous mineral
production, alongside large-scale
national infrastructure initiatives
such as expressways, rail and
metro rail networks, port mod-
ernization, irrigation expansion,
and smart urban development.
BEML is fully aligned with this
national
momentum. Through
deep localization and indigenous
innovation, we are strengthening
our ability to deliver high-perfor-
mance equipment that is globally
competitive. Our strategy direct-
ly supports India’s economic
vision and the transformative
journey toward Viksit Bharat by

We
have
designed
and
manufactured
India’s own electrically powered
excavators in the 180-ton and
100-ton classes, as well as the
country’s largest indigenously
developed electric rope shovel
with a 21-cubic-metre capacity.
We continue to upgrade our exist-
ing product line with highly
efficient propulsion technologies
that comply with the latest
emission standards. Internally,
we
are
progressing
rapidly
toward fulfilling all our electrici-
ty requirements through renew-
able
energy,
which
further
strengthens our standing as a
responsible
Green
Company.
With simulator-based training
and reskilling programs, we are
also ensuring that sustainability
extends all the way to the operat-
ing environment more safety,
more efficiency, and reduced
emissions at the customer’s site.

prioritising
large - scale infrastructure
growth, how is BEML position-
ing itself to capitalise on the
expanding demand for con-
struction equipment?
The
construction
equipment
market in India currently stands
at approximately ₹45,000 crore
annually, driven by the Govern-
ment of India’s continued empha-
sis on infrastructure expansion.
Recognizing this immense oppor-
tunity, we have established a
dedicated Construction SBU to
bring sharper focus, agility, and
responsiveness to this high-grow-
th segment.
As part of our strategic roadmap,
we are relaunching key products
with enhanced features, perfor-
mance upgrades, and competitive
market positioning. Additionally,
we are expanding our nationwide
presence through a strengthened
dealer network, aimed at improv-
ing customer accessibility and
service coverage.
Parallelly, we are actively explor-
ing opportunities in the export
markets to broaden our global
footprint and leverage BEML’s
engineering
expertise
across
international geographies. This
combined approach will ensure
that we not only meet domestic
demand but also emerge as a
strong Indian player in the global
construction
equipment
land-
scape.
